Call for Public Comment, Deadline Today

LAST CHANCE - Film and Publications Amendment Regulations (censorship)
As a continuation of the controversial Internet Censorship Bill, Minister Stella Ndabeni-Abrahams has published draft regulations for public comment.

If the regulations pass, then imagine this:  If you, as a private person, posted a cat video to YouTube, you could legally be fined R150,000 or spend 8 months in jail for not submitting it to the Film and Publications Board first!

It is said that they will not apply it to private individuals.  Big deal!  If it's in the law, somebody will. Remember the 90-day detention law passed by the Apartheid government?  They assured the country that is was only meant for use in the border regions where it was difficult to get a suspect to court within 48 hours.  But the law never said that.  When it was passed, they applied the law as written, to the whole country.

Think a democratic government wouldn't do that?  Watch them.  You also thought they wouldn't put party above the country, or their own looting above the party.

This bill will stifle free speech and cannot be allowed in a democracy (or even a democrazy like ours)! Anyone should be free to publish what they like free of charge.  The Film and Publications Board (if it is allowed to continue to exist at all) should be there to react to complaints only. That is how things happen in a democracy.

These regulations cover rules around content, distribution and production of video and graphic material on all platforms, including broadcast, digital and social media. Further, any person who intends to publish, distribute or exhibit a publication shall submit the publication to the FPB together with the relevant form and the prescribed fee, for examination and classification before it may be distributed or exhibited within the Republic.

Lockdown Update

So it's level 2 from tonight at midnight.  There is always speculation as to whether "midnight on 17 August" means "midnight between 17 and 18 August" or "midnight between 16 and 17 August".  The majority view seems to be the former.  But why not make it 1 am or 6 am on the day and eliminate the speculation?

As some wag put it, smokers will now be allowed to buy matches, and drinkers will be able to buy ice.

Sandspruit News

While more official parks like Ernest Ullmann have been closed, a wonderful group of caring individuals has arisen to care for the Sandspruit between Kelvin Drive and 12th Avenue Rivonia.

If you have walked this section of the Spruit recently, you should have noticed how much cleaner it looks.

Following in the footsteps of the great Dan Hunt (still very much active), people like Wendy, Gavin, Scott, and others too numerous to mention have been removing the litter and storm debris, and restoring the trail.

There are standing invitations to join them on WhatsApp, dotted along the path (see Q-Code alongside).  Or use this link.

Proposed policy to allow 5G towers on Your Property without Your Permission

Minister of Communications and Digital Technologies Stella Ndabeni-Abrahams has gazetted a new policy on the deployment of communications networks in South Africa, and has allowed the public to comment on the proposal before implementation.

The policy aims to accommodate the accelerated deployment of electronic communications networks, such as LTE and 5G networks.

The policy gives mobile networks and other licensees the right to select, enter, and use public or private land for the deployment of their network infrastructure without the owners' permission.

Any infrastructure built on this land would belong to the network which built it, and property owners are directed to avoid damage to the facilities built on their property.

Additionally, owners may not charge companies for building infrastructure on their property, except under certain conditions.

These include cases where more intrusive electronic communications networks or facilities, such as masts, are erected.  This would be a serious inroad into your property rights.

This policy is currently open for comments from interested parties.
